About the Author: Leon van den Dool (1967) studied public administration at Erasmus University Rotterdam and received his PhD at Leiden University. He is a senior expert in public management at the Institute for Housing and Urban Development Studies as well as the advisory group for local government of PricewaterhouseCoopers. He is the author of Local Learning (Eburon, 2003).
